Will a rooster mount a pullet that isn't laying.....

I have a 21 week old lavendar rooster and a 20 week old BCM, I didn't think the marans was laying yet as the only dark brown egg I am currently getting is from my black cochin and the marans comb is somewhat red but not as bright as I would expect it to be if she were laying. Today I saw the lavender roo mounting the marans. It was the first time I saw him do it. He just started crowing about a week and a half ago! Will a rooster mount a chicken that isn't laying yet? Or is she most likely laying? I have 8 other hens, but they chase the boy off at this point.

Yes, he will mate her even if she isn't laying yet. Cockerals will mate anything they can catch and hold down.
 
A young roo will mount,
Anything standing too still.
Hide your shoes, or else.
