Will chicks hatch late after Texas cold?

We had a hen go broody 21 days ago, and decided to leave the eggs with her through the cold weather in Texas last week. One day she shifted to another nest, and by the time I noticed and moved the eggs back under her, they were pretty cold (Understandably, it was 3°F)

Three days ago she seemed to be abandoning the clutch, so we pulled the eggs in to an incubator. We candled for the first time (we didn't want to remove them from her during the cold), and removed to yolkers.

Remaining eggs had 4 with movement and seemed to be 15-16 days development based on pictures, and 5 seemed to be 17-18 days development. All 9 of the eggs have wobbled around the bator, indicating to us that all 9 chicks are alive.

21 days is today, and no peeps or pipping. Is it possible there will be a delay because the weather in general last week was so cold? And is it possible some got colder than others, thus the difference in apparent development?
