i was wondering if a breed a silkie moorhead silver partiridge rooster to a silkie buff create a black head white silkie?

Down the line yes. Charcoal is recessive and due to the sexlinked nature of silver, breeding the silver daughters back to their father and then breeding together the offspring expressing dark heads and mostly white bodies is the way to obtain Moorheads.

It says silver quail but I'm not sure if that's how they'd actually look.
At any rate the offspring you want to breed from will be vanishingly rare.
Though you will get some interesting birds to be sure. Including some lakenvelder looking Silkies.
At least they will all be Silkies instead of trying to breed another variety in.
