will more than 1 rooster crow?

Hi,
We have two chickens that are 14 weeks old now. One is definitely a rooster as he's been crowing for at least 4 weeks. We have a feeling the other may be a rooster too, but it hasn't crowed. A friend told us that with only 2 chickens, if they were both roosters, one would establish itself as the dominant one and the other one may not ever crow. Is this true? Don't roosters just crow regardless? These two chickens are inseparable, don't fight, snuggle together, etc. (if that helps determining the sex at all). They are 2 different breeds.

I have a Silkie cockerel and a Modern Game Bantam cockerel and they will indeed both crow...usually if one crows, the other will too, and sometimes it sounds like they are trying to hold a singing contest, alternating voices for quite a while.
