ROFL If I had one, it would be a pet. I'm scared stiff of bears, though, so the polar bears are safe from that hazard.
 
You know how it is with those vegetarian folks...any animal entering the property is pretty much a pet. If not when it arrives, it will be.

Thanks, I just nailed a tarp over the small window at one end. The rest of the windows are boarded up for now. I left a one foot by two inch strip of wire open on both sides sio they can have ventalation when I put the rest of the floor in. I moved all of my breeder cages inside, and I also put some straw down and put half of the wooden floor in it. I have a big cardboard box with a top on it that is full of straw.
 
Well, coturnix are fine down to 12 deg. F. here. Keep them sheltered from the wind. Tarps/3.5 mil. plastic draped over their pens are fine as well.

You are not going to get the best egg production or fertile eggs at that temp. range, but your birds should be fine. Spring is just around the corner. Coturnix in winter usually thirst to death because of frozen water. Figure out the water thing, and your birds will be fine!
 
I lost my first stock in the low teens. They were inside where there was no draft but it was just to cold. They snuggled each other to death. Some looked like pancakes when I found them.
 
They were fine last night, but it is really cold tonight. I have weather proofed my pens and I am using a gallon waterer with a heat lamp over it. I also have a heated dog bowl.
 
Honestly you probably don't need to give them a heat light (unless they are very young; > 6 weeks old) or bring them inside, as long as they have someplace to go that will hold their body heat and they are out of the wind they'll do fine. I'm in southern KY, so basically the same temps as you. Mine were a bit aggravated that their water was frozen, but none the worse for wear otherwise.


Bringing them inside and giving them heat lights will only make them dependent on the warmth. If something happened to the light they'd probably not do well.

ETA: My breeders have about 1/3 of their pen enclosed except for a 5" x 5" opening for their door and 1/2 the floor on the 'open' (covered on 3 sides) part of their pen is solid. My others have a #7 priority mail box with hay to snuggle in.
