Will my white Leghorn ever lay?

I have a white Leghorn that is about 7 months old and her comb is still very small. We’ve never gotten an egg from her and I’m starting to wonder will she ever lay or is she just a very late bloomer?

Yes but it is still about 65-70 during the day and My cuckoo maran pullet (same age) is laying about 6 eggs a week still
Temps don't matter, it's the length of day.
Odd tho that the Marans laid before the leghorn.

I live In California and it is dark around 5:30. I do not free range but my coop is about 35 feet long and 25 feetwide and there are only 6 chickens. I agree about the maran laying first! It is sunny most days still with a rainy day here an there
 
Her comb is starting to get bigger and redder so could that be a sign she might start laying soon? It’s still pretty small for 7 months but it’s a little bigger. Sorry I can’t get a good picture she’s not very nice

Mine didn’t start playing till eight months old. My Maran laid before any of my chickens. I live in Florida but none are laying, it’s just the time of the year.
