Will old eggs develop to full term?

I've been getting very low hatch rates with my incubator. only about 20%-30%. I've been curious to see how older eggs do (some two weeks old). All of them develop to full term but then only a few of them actually hatch. Could this have something to do with how old the eggs are? or low humidity? The chicks that DO hatch have almost all needed assistance, as it seems like after they "zip" the shell, the membrane is still in tact and they can't fully hatch. eventually I end up assisting them after they've been at it for more than 24 hours. at this point the membrane is dried to the feathers and they arent able to move. Can low humidity be the reason that so many eggs don't even pip?
 
What incubator are you using? Are you using a calibrated thermometer and hygrometer inside the bator, or trusting the build in gauge? How are you storing your eggs? Where is your bator located in your house? What is your humidity and temperature? Assuming you are doing a lockdown?

Sounds like your chicks are shrink-wrapping. That happens when the humidity is to low.
