If you are having fog issues, plexiglass shutters might be a smart idea as long as you are willing/able to commit to opening and closing them as necessary.
The 'plexiglass on a standoff' idea you mention would probably also reduce fog input some -- although whether that'd be enough to prevent your coop from getting all wet I am not going to wager on one way or th other -- however remember that will also be greatly decreasing your ventilation. Instead of the vent area being (width x height of opening), the vent area will then be (4" x [twice the width + twice the height]). If this will still be sufficient, then I'd say go for it, if the shutters idea seems impractical to operate.
