If you realistically only have room for 2, better 2 than 3 or 4 in a too-small space. You can add on to the flock later if you can increase the size of the set up. The risk is of course if something happens to one bird, the survivor will be lonely until you can get a new companion/rehome it, but I don't see why you can't have just 2 to start.
