Wing/Feather issue?!

I have a 10 month’ish old hen with a strange wing condition. She has a slight limp and always has had which may or may not be related. Her condition doesn’t seem to bother her in any way. She lays her egg and behaves just like the other two in my little flock. I’ve attached pics as it’s hard to explain......

I'm thinking a few possibilities are mites/lice or molting. Hopefully someone more experienced can help.

She doesn’t seem to have any parasites but I see why you would say that. It is like her feathers just never developed - stunted Even. I wonder if the bright red spot is painful?
