Winona, MN - Need some assistance creating a paper for the city.

I'm currently planning to write a letter to the city about allowing domesticated ducks within city limits. However, I have no idea how to write a letter like this, or what to include. In 2008 my city voted 5-1 to allow chickens within city limits, so I think I'll have a fair chance at this but I'm not sure how to proceed.

After talking to the city planner, and checking with environmental health, I've been told there is no problem with keeping ducks indoors as house pets. However, there would be a conflict with city ordinance if the ducks were kept outside. I hope this helps anyone here in town that reads this.
