Winter in Ontario - keeping water ice-free?

(I currently use a plastic waterer just so I can add the ACV. I knew about the chemical reactions.)

Northern Washington state here, winter lows are about -10F, averages about +15F. This setup has worked for us down to -9F, which is the coldest I've been able to test so far.
