Winter lighting for the laying flock

I read in my chicken book that layers need 16 hours of daylight to lay. My girls are at about 20 weeks old with no eggs. Should I be increasing their "day length" if I want to get eggs before spring?

I would advise not lengthening their day by adding light in the evening instead begin their day about 2 hours early. 14 hours of light is optimal without blowing out their egg laying ability early in life.
