My chicken is starting to react to the cold of the winter here. But we don't have straw. What else can I put in her coop for her to keep warm. Would shredded news paper work? Or something else? We only have one chicken.

Where are you located and how cold does it get there?

I live in st. George utah. We get in the 30s at the coldest usually. Sometimes we get snow. But not usually. But this year it's colder than usual so I don't know how cold it going to get
 
So long as the bird remains dry and can get out of the wind and drafts, your chicken should acclimatize to temperatures in the 30's or even the 20's with little or no discomfort. If it were my animal I would not worry about insulation.
