Sigils can be made by anyone, they are really easy to do. You can use a rune and doctor it up, or make something from scratch.

Each is worked in my own way aside from Lilith hers in never changing but Rune work can be woven differently depending on the weaver and the casting everyone has different flares lol

If you look back Lilith is told to be the Archmother of Witchcraft. I've always told my girls Be a Lilith Never an Eve. She's always spoke to me at some level
