Wobbly poults

I hatched three poults about 48 hours ago. The second one to hatch basically jumped right on its feet and was good to go. The first one flopped around for about half a day, but then got up and walked, if a bit wobbly still. The third is still not able to walk. It can't even get upright on its feet without help, it flops onto its back and just lays there screaming and kicking until I get it into a comfortable position. Is it ok for it to take him this long to get up, or do I need to do something to help yet? His legs seem strong, but his toes are pretty floppy and curled, he never straightens them out--so I'm thinking maybe he needs me to fix him up some little shoes to help his feet out? I know how to do that, just wondering how long to wait before helping him.
 
I've made him some shoes, but I don't know if he's going to make it. He's still really weak. Would it be a good idea to give him some sips of sugar water or something to boost his energy? I'd rather avoid culling if we can save the poor little guy in any way.
