Tarp might be a problem with the run so close to that building(is that your house?), you don't want rain water sluicing off the tarp an against the building and down along the foundation.
What does the roof line look like above the run?
 
Gotcha. Yes if you get water stagnating in the area then covering it might help some. Might want to look into adding drainage in the area as well around the perimeter, though the spot looks rather flat. Raising the "floor" of the run through built up litter can also help especially if you get some flooding at the location, but only rarely.

i can’t think of a reason maybe other than when it gets really rainy?
It would work unless you can think of any reason they would be confined to the coop. Even then, it's possible.
An adult chicken needs at least 2 square feet of floor space. So 5x3 is 15 square feet. So yes that's 5 square feet a piece. My run gets muddy when it rains so I keep straw in their run to toss on the ground.

Nest area and feed/water stations bring the square feet down to what many here recommend as bare minimum. I don't recall the breed/s mentioned. It would be harder with large breeds.
