If you have a fan that blows out the window this would work well. It will circulate the air, blow the heat out, and help with any smell. It would be better if you had 2 windows across from each other, than you could have one blowing in and one out for a nice cross breeze. You could also have a vent put into you roof that would help with ventelation.
Maple, beech and I believe cherry are good hardwood for bedding. You could also get a paper shredder and shred your paper your going to throw away. Then use that as bedding, you could then dump it in a pile to compost like you would the shavings. I have made bedding out of shredded paper before for adult birds and it work well, plus your recycling. Just a thought.
quail like to dust bath and if you offer them some sand they will love you for it, but this may be why people say they are dusty? I have found mine are quite dusty, but it's only from the sand they bathe in.
how many where you planning on having? This will also determine how smelly and dirty they will be. Also how often you will need to clean them.
You could use bunny feeders and waters, this will keep down the loss of food and water, and keep them a little less messy.
I would love to see your set-up if you decide to do this, it sounds like a good idea. The best part is them being predator proof!
