Would you call this frizzle?

One of my hatchery cuckoo Marans is feathering out in the CUTEST way. She’s got a terrible hair day every day. Would you call this frizzle? And is so and If this ends up sticking, would anyone be interested in dark egg laying frizzles? I’m calling her Miss Frizzle for now.

I agree not a frizzle but very sweet I’ve found frizzles grow more uniformed frizzled feathers (as below) rather than the odd ones your chick has. As you say just a bad hair day
