If it's a spray they are using and they are anywhere near close enough to you, the aerosol can drift on wind. If your neighbors are using something that can be eaten by bugs, the bugs can carry it to your land (and it will be more concentrate). If it was something poisonous in your own yard, you may be able to scout out the culprit and eliminate it.
