100% Cockerel. Look at the size of those legs.
It you want to tame him, pick him up off often, hold him tight to your chest and just carry him around with you. You have to work with him before his hormones fully kick in. He will eventually see you are the flock master, not him.
At 13 weeks, I don't see it being a cockerel. The white, spangled feathers on the shoulders are a little concerning, but it has almost no wattles, the comb is small, and it has no male sex feathering at all. The legs don't look especially thick to me, either.
