Yellow flaky dry skin feather loss

I have a disabled chicken that has gotten sick. I took him to a vet and a bird rehabilitation expert. He has yellow dry skin around his face and ears also it came up to his nose. He has lost so much energy and has such a little appetite. I have lathered him in vaseline out of desperation and I got some meds from the vet and the other lady. Nothing is working. Please help.
The scab is from the doctor he ripped a scab off that happened due to a rooster breaking in my house and attacked june.

He can’t walk so he sits in a wheelchair and is a house chicken. I feed him chick food because we are trying to build muscle.
 
How long has he been unable to walk?
The poor guy looks like he doesn't feel well at all:(
Since he was a chick. He had two broken legs. I got one to work but the other I can not fix. He needs surgery. But I just got him the wheel chair I made and he scoots around in that.
