yet another silkie question

My silkies are about 6 months old. Should a male have a nice big comb by now, or can they develop the comb later? I have two 6 months old . They look different. I am certain one is a girl because she is laying. She has a fluffy tail and just looks hen like. The other still isn't laying and has a darker appearance as well as a more feathery tail. His crest is similar, though my hens isn't very puffy round like many people say hens have. The one I think is male is a bit bigger than my hen. The only thing that is throwing me for a loop is the lack of comb. I had another turn into a roo on me at 4 months (their brother) and his comb was large at 3 months. Just wondering if there is still time for comb growth and change after 6 months or if I just have a lazy no egg hen.
 
Are these purebred silkies? If they came from a hatchery their 'type' may be greatly lacking. Without good photos it is impossible to evaluate them for you. Do they have black skin, 5 toes and typical silkie feathering?
 
I got them from a hatchery, yes. They have 5 toes, black skin, blue ears, nice fluff. Perhaps the feathery look to the other ones tail (as opposed to fluffy) is because of bad breeding?
