Not all waterfowl are migratory. I betcha if she looks hard enough she can find a list. Too many pet/meat birds being sold for there not to be two separate classifications.

I know for Mallards and wild eastern turkeys, you can keep them if they are captive bred but you're probably going to jail if you try to keep a wild one.
 
So.. How come when you buy "Mallards" from a feed store, they don't tell you all of this? Or is it just posted somewhere obscure? I mean, the parents can be specially marked.. But their offspring won't be, particularly if one isn't familiar with these laws.

I guess it just seems like something thst would be difficult to investigate, aside from catching someone robbing a known wild nest or snagging a wild bird..
