young chicken not egg bound walking like penguin

I have a 4 month old Rooster that was found this morning walking like a penguin. Is it a disease or something else. Have never had this problem before. Is anyone familiar with this?

I hope you (we) hear someone who knows what's going on! One of my hens does that periodically (She looks just like a puddleduck) right after dust bathing. For a long time, too. The first time, I thought she'd broken something, and I picked her up to investigate. Twice. When I put her down the second time, she went back to normal.

He is eating fine and doesnt seem to have anything else wrong with him. He just had a hard time walking and uses his wings for balance. I've had chickens for 6 years and have never seen anything like this.
