Young Roo mounting

I have a young Rooster about 16 weeks old he has started mounting the girls (mostly without their permission). Does this mean he's fertile and making my eggs fertile?

Some of my eggs have bullseyes when cracked but they've had that for a while because I got rid of a Rooster about 4 weeks ago and have been seeing bullseye's ever since but even when I see them it isn't fertile I guess just too old. Would an egg have more than one bullseye?
 
Just because he's mating doesn't mean he's fertile, that much I do know.
If you're certain the older roo has been gone for a full 4 weeks, I'd think the bullseye was the cockerel's, although that seems pretty young to me for fertility...
