Young Rooster(?), Swollen Leg

I have a young Silver Leghorn rooster about 5 months old with a swollen leg. No wound that I can see, but the swelling runs up his leg. Any thoughts on it?
Also I have 2 other Roos that are the same age as him, but they are way more developed than him. The rooster with other chickens is the more developed one and all other pictures are of the bird in question.

Is he limping, pecking at it, or favoring it in any way? I'm no expert, but perhaps he just has a sprain and it's healing? If you're worried about gout or infection you could always add a little apple cider vinegar to his water, but I don't think it's either of those. To be honest I hardly see any swelling, so maybe it's just a little sprain or internal bruise? How long has it been like this?

He is limping, but he isn't pecking at it. This is the first time I noticed it. It is sort of hard to see the swelling in the picture, but in person it is easy to see.
