Youngish hen has funny "quills" and discolored feathers.

My Rhode Island Reds are around 2 yrs old. They both look slightly "off" but one has tons of quills without feathers. One has a slightly curly comb. They do a mix of laying feed, oyster shell and free range in a pen. Son says poop looks normal. They appear normal behavior. They get fresh water every day. My son scoops out poop and changes bedding in coup regularly. I know nothing of chicken diseases and parasites.

Your birds are molting, this is normal and nothing to worry about. It can last 4 to 12 weeks depending on their age. Normally it will take older birds longer. In this time check for mites and lice as well as worms. As at the moment their more susceptible to disease. Extra protein and Vitamin A can help them get through molting better. They will most likely stop laying to reserve protein for growing new feathers, as it takes up a lot of protein. But some chickens do lay through a moult.
