You've already warned her, so it's time to call. Next time her dogs come onto your property get animal control.

Make loud pew pew noises in their direction. You should only have to do this once. Most dogs will not return to a place they've been pew pew'd at

I did that and it fixed nothing they just ran off and came back in ten minutes

No they get out at least once a day I’m just asking if they aren’t out this minute if I can call

Yes you can call if you have proof they repeatedly get out.
