Good info in this article as to why following industry practices for animals isn't always great. I would wager a large number of people on this website that keep chickens do so in part because they didn't like the idea of eggs from mistreated factory farm birds that are allowed only 67 square inches per bird, so there's no reason to get quail and then treat them the same way.

A nice brooder! Swapping the chicken wire for hardware cloth might be a good idea for people with smaller chickens, especially bantams, as they could squeeze through the chicken wire.
