The cause is actually included in the article. “Wing stuck in mouth during embryonic development”. As for an update for treatment I mentioned that in another comment below.
Interesting documentation of the deformity. Would be interesting to see pictures as the chick develops and grows further, and to learn of what types of accomodations a chick like this might need.

Unfortunately The chick did not survive, for it survive the owner would have to feed it by hand and care for it at least 5 times a day. It had trouble feeding on its own and had dry throat. It only managed to survive for 3 days 69 hours to be precise. It died because I did not enough spare time as it needs 36 minutes for each feeding and caring session. In total it needed about 2.5 hours of care every day until it could reach 2 months of age and grow old enough to care for itself.
