    Doesn't seem to matter. Plenty of people in Winsted, some of whom sell eggs commercially and live close to the center of town, have far, FAR more than 20 birds. A Winsted Selectman has even posted on this forum that a cop in town raises 50 a year. (http://www.backyardchickens.com/t/812811/roosters-are-allowed-in-winsted-ct) These days, especially, Winsted's got 99 problems and I doubt anyone has the time to make counting your chickens one of them.
