Update: It was exterior outdoor paint. After soaking in a warm bath I very gently scrubbed their feathers with a soft toothbrush with a dab of Dawn dish detergent on it. The paint came right off. Thanks for all the suggestions!

Just an update: My little cayuga finally calmed down after a couple of days. I don't know why she was being so feisty and attacking everyone, but after a couple of days, she stopped and is a happy member of the flock now.
