We bought a used chicken tractor from somebody. I've wiped it down with bleach twice and power washed it but it still smells. Is it safe for the chickens or is it beyond hope?

Soooo.... I think after building the coop and run, the tarp was more of an afterthought. I screwed it to the roof and pulled it as tight as I could, then screwed it to the run all around. But, the rain came, water pooled up in the tarp, the screws pulled away from the roof, and now everything is...
We've only had them in the run for a couple weeks. It is 6 ft tall and 80% covered with a tarp, so it doesn't get wet, but it does seem like a good ground covering would be good.
