You could order the 25 from a hatchery and sell the rest in Craigslist--or go in half with someone. Also, in "chicken math" there is no difference between 12 and 25--it's all the same! I started out wanting 8. Now I have 30 chickens and 50 eggs in the incubator!

Sounds to me like it was a hawk. They're everywhere and very silent. Vultures won't catch a live bird--they are the 'clean up crew' and only eat dead animals.
They're is still a chance and I hope she shows up after coming out of hiding.
When I got a bag like that, I put it in our big chest freezer and only used a 5 gallon bucket at a time. The critters like the heat and hatch out. The little ones are grain mites. The other ones are probably weevils. The freezer kills 'em dead.
It would not be a good idea to keep birds in an aquarium. Chickens need 4 square feet of roosting space each bird, plus outside time in a pen with at least 10 square feet of moving-around space. Chickens and all other birds for that matter are VERY dusty (feather dander) and would not be good...
