Its weird if its a leghorn roos because this is my brown leghorn who is a week or so younger and is clearly a rooster in compairson. So if it is a leghorn, I would have to say pullet. So maybe its a Silver penciled rock.
I'm not sure why people say you can only tell when it crows or lays an eggs. I can tell my Silkies pullets/cocekrels apart at 8 weeks old. The males are always a little larger but more importantly I look at their combs. Roosters will develop a much wider comb then the pullets. Its very notciable...

I used colored zipties as well. Lowes sells a tube full of different sizes and colors for I think $6. I like them because they are floresent colors like Hot pink, hot blue, lime green.
