A leghorn would have comb and wattles even on a pullet, which yours has, but it looks a little big for a leghorn. I could be wrong. Maybe someone else will know.

Its weird if its a leghorn roos because this is my brown leghorn who is a week or so younger and is clearly a rooster in compairson. So if it is a leghorn, I would have to say pullet. So maybe its a Silver penciled rock.

That is 100% no doubt in my mind a rooster. The coloring clearly shows it. A pullet would have a light brown/grey coloration with very fine black double lacing (Or, if leghorn, a grey/brown with a mixture of stippling and striping in it's pattern). This young Cockerel is starting to develop his Silver Hackles/Saddle/Wing. Obvious rooster, coloring never lies

Im not debating its a rooster, Im debating that I think its a silver penciled rock versus a Silver leghorn.
