It's really not the temperature that's the problem, it's more of the ventilation of the coop. Sure, if its sub zero temperatures then you'll have some, but frostbite can also happen if it's moist and cold in the coop.
Looks to me dried blood or some frost bite. My roosters get this too, but are always okay. Put some petroleum jelly on the comb and the blood should come off in the next day or two. Or, if it's frostbite the jelly will help seal out the cold preventing more frostbite.

No, I think they would go inside when it gets cold. My chickens don' like to be outside in cold weather. If they won't go inside you can close their door at night until noon or so, so that way they will be in most of the time but they still get some outdoor time.

I take a rag/washcloth and run it under hot water, wring it out, then set it in the incubator. You won't be able to set it on your incubator but you'll need to replace it every two or three days. It should rise and works very well for me. :)
:D Wow!!! May I ask, how much were they? I would say they're the same. I would personally hatch them under a hen instead of incubator. I feel the hen is more dependable. Of course, if that's not possible that's okay. I'm really happy for you! They're super amazing birds.
