Looks like it may be a melanistic ringneck. I had some last year that looked identical to what you have. I will get a pic taken later today and post it to give you an idea of what it will look like.

Bigger is always better. You don't want to have your birds to confined to one area because they tend to fight. Also if you are going to breed them I wouldn't put two roosters in with hens as they will definitely fight and more often then not one will end up dead unless you are able to intervene...
Definitely sounds like you have a rooster to me. At 10 weeks of age you should be able to tell whether you have a rooster or hen. Can you see the (red) wattles around the eye yet? Also does he have any spur bumps that you can see yet?
