How does one find information on whether or not chickens are legal in any given city?

What's up with her tail feathers? They look frayed. She wasn't laying at all, and felt very rough to the touch, then she started to lay soft eggs last week. I'm hoping she's molting.

I'm in Southern California and it has been sunny and warm. At night, I've added 4 hours of extra light in their coop. My banty Cochin and banty Barnevelder have stopped laying for over 2 weeks now. They do not appear to be molting and seem healthy. Is it just because it's winter?

I have an EE who sits on the nest everyday like she's going to lay, but instead, lays her eggs from the roost at night. I have a nightlight in the coop for them to find the nest, but she's consistently dropping her eggs from in her sleep. What should I do?

I guess I didn't figure it out. We had a run of good eggs and now she's laying either eggs with scrambled yolks or robin eggs with no yolks. Could it be the heat? My silkies are laying perfect eggs almost daily and I'm by the beach so we haven't even reached even 90 degrees yet.
