I second the feather duster! Even with a brooder full of chicks, I find that a duster or two with real feathers helps keep the chicks feeling more safe/comfortable and therefore more quiet :)
Honestly I can't give you any advice in regards to nasty people, I'm the kind of person that doesn't put up with crap like that and I normally set them straight (I'm Italian ;))

I hatch a lot too and have to disagree with putting more water into a chick that is gasping, it'll just drown if it can't get the water down properly.
The vitamins/water mixture to make a feed mash will get the calories and the moisture needed to help it.

You can try vigorously rubbing them to get them alert and then dipping the beak into the vitamin mush. But sometimes when they're this far gone no matter how hard you try they just don't make it and it's heartbreaking.

It's paint spots may be more splashy and muttled when older or since she/he is 7 weeks, it may be a good indication of a pretty heavy spotted paint! Time will time! I'd love to see it when it hits the 5month old range!
