Here's your first photo from 10/18, then the photo of the same bird today. Big difference. The one from Oct looks like a cockerel, now in Feb., it's harder to tell!

Are your girls laying eggs? When you break them open you could always look to see if they are fertilized, this will tell you if he's "active".

Once the pullets come into lay they will find their way into the pecking order and things will settle down with them.
Yes, he will be terrified of the older hens for a while, but as he matures, he will come into his own. He will eventually dominate and rule the girls, but it takes time.
If you have older hens with him and the pullets, he will do much better, imho. The older gals will usually keep him in line longer than if he were with just pullets his age. Could be another reason he is not crowing a lot right now too.

A cockerel in the mix with pullets only can be tricky.
Walk through him when you are doing chores, don't walk around him. Be consistent with your actions. Chasing/handling pullets can sometimes get them...

Some don't crow that often:confused:Give him time to mature. I have a cockerel close to that age and he doesn't crow that much. I had another one that crowed at around 4months and never let up. Each one is different.
