Any galvanized wire cuts get especially irritated due to the chemicals used in processing.
Those chemicals are good reason to wash hands thoroughly after working with it then eating too. I have had some nasty cuts/scratches from heavier fencing, they take some time to heal up for sure.

Outside wouldn't do to much to deter diggers and wall mesh is already well braced with the build up of soil.
Inside would keep the birds from digging down along the run wall(mine do that) and they'll be covered with deep litter so you wouldn't see any of the 'stupid...

It could work, I actually did it on my small run to hold up against snow load, but I didn't have wooden framework to screw a rafter into.
