Usually "city" people keep their dogs locked up or fenced because of cars and close housing..IMO....

My dog killed all of my ducks..and when we caught her..she happily ran up to us to give us kisses..
She didnt want to rip our faces off... She ran up to us all happy... proud of her work and fun she had...
Shes a DOG!..she did what dogs NATURALLY do...
She had fun chasing all the squeaky...

The sad fact is.. dogs do escape sometimes...
I would hate to have my dog killed because it was smart and figured out my fenceing or whatever.... thats MY fault.. not the dogs! Sue me if you must...but dont kill my dog for getting out one time...
I think its really ALL about the dog owners being...
I have to say that i would have spoken to the dog owner first....
then if it came back ... i would do what i had to do...
'Or... most likely i would just bring the dog to the pound and say it was killing animals... than they could put it down humanely...
