Thought he was a rooster, looking like a HEN, Polish PomPom

Iv'e been thru the ringer with this bird, almost lost him/her twice, lived in my guestbath for 2 weeks on antibiotics but he's doing great. I have always thought he was a he, but from looking around at pics, I think he is a SHE. No spurs and he's about 16 weeks old now.
Am I right? Did I actually luck out and get a HEN? The were straight run.

It looks like a boy to me. Girls should have a nice, tight top knot. And boys a crazy, every which way poof. Roosters get their spurs when they are mature, a 16 week old cockerel would not have them. Good luck, he's beautiful.
 
I think it is a pullet...my 14 weeks old polish rooster has long hackle and saddle feathers and HUGE bright red wattles and comb..and I see no comb or wattles and I also see not hackle or saddle feathers.
