I have two Comets.... They are cold hardy, and good birds, the problem is just that they have such giant combs, so the comb might get some frost bite on it.
Best thing to stop frost bite is LOWER your humidity.
So, make sure you have lots of venting in your coop, just make sure there isn't any wind rushing through the coop.
The insulation of the hay will really only help if you have lots of wind. Depending on how the hay is set up, and your conditions, the hay might just turn into a moldy rodent filled mess.
