PLEASE HELP! EMERGENCY! Two quail just started going downhill!

I just fed and watered the babies and at some breakfast. There was a bunch of screaming from the other room and I ran in to check on them. One was acting funny, like it couldn't stand anymore, and it was wobbling around confused. I grabbed him and he makes a clicking sound when he breaths! He would take a couple breaths then just stop. As soon as I blew on him or jostled him he's peep a little and go right back to breathing again. I heated up a pad and put him on it, then when it to check on the others and a second chick was stumbling around in circles like a drunk! I have them both on a heating pad in front of me and they appear to be sleeping for the moment. I also took a risk and dipped their beaks. They sat back immediately and drank. I don't know what else to do! Please help!
 
One of the babies is back to normal! Apparently just dehydrated. The other chick is up and peeping, but still very weak. I'll continue to dip beaks and post.
 
I would begin supplementing water with vitamin-electrolyte powder labeled for poultry. Chicks walking in circles, acting lame, or exhibiting nervous symptoms is often associated with vitamin deficiency, particularly vitamin E. Keep watch on the temperature as you don't want the brooder to get too hot.
 
The weaker one died just a few hours after I found it. The second baby is fine again and back with it's siblings. We think they got dehydrated overnight and gave them a different waterer that holds more than the jar lid did.
