My older brother might be able to give him a ride home.

Okay....so now there's another possible problem.

My brother is going to the movies around 9pm so it'll be kind of late by the time he gets back...and I know that my boyfriend's parents don't really care about him staying out late, because he has been over for a bonfire before and they were fine with him being home at 10:00pm, but do you guys think that 11-11:30pm is too late?

It is entirely up to you, your parents and him and his.
For me, depending on how well I knew the friend and friends family, staying up late watching a meteor shower would be fine! We have done plenty of times!
