Heck if I know, to be honest. As far as I can tell, it's a sort of blogging website with groups you can join. Uploading images and stuff like that seems to be very easy or something. The creepy fangirls seem to be the main population of the site, but they do upload some pretty sweet stuff. ...Like 120+ icons of Luke fon Fabre, yes please~!
