we had horses for generation here without a barn.. land is hilly and wooded so they could always get out of the wind.... they passed a law that you have to have a barn for the horses... If it was flat open small paddock, they still probably would use the barn to get away from flies and stand outside in the snow.... next will have to have heated barns and coopsWhat a horrible situation.I know most rescues that can house this large of an amount typically tend to be on the “bad” side of the spectrum. This situation reminds me of the Belgian draft who was “rescued” because he was standing out in the snow with snow on him and no blanket which is better insulation for a draft. He was “rescued” which means they raised $5000 to purchase him and stuck inside a tiny stall.
